The Request

The Old Bell Road Material Source, operated by 5-H Construction, LLC, is seeking approval of a reclamation and closure plan for an aggregate mine site located approximately 4 miles southeast of Salome, Arizona, in La Paz County. The proposed material source will serve as a supply of aggregate materials for nearby Arizona Department of Transportation (ADOT) construction projects.

This reclamation plan is a required component under Arizona State Law and outlines how the site will be stabilized and reclaimed once mining operations have ceased. At this time, no end date for mining has been determined.

  • Consulting Team: Himes Consulting, LLC (Environmental), MCA Consulting (Cultural), BEC Environmental (Hazardous Materials), W3 Planning and Resesrch LLC for outreach.
  • Land Status: Privately owned land within the Harrisburg Valley
  • Current Land Use: Grazing and vacant desert land
  • Zoning: Rural Agricultural (RA) — Mining is compatible with existing land use regulations
  • Planned Activities: Excavation, screening, crushing, stockpiling, and hauling of aggregate material
  • Start Date: Mining operations are proposed to begin in late 2025
  • Surrounding Area: Sparsely developed desert; closest homes are located several miles from the project area

Reclamation Plan for Review

Arizona law requires public notification and a technical review period as part of the reclamation planning process. The Mine Reclamation and Closure Plan, prepared by Himes Consulting, LLC, outlines the steps 5-H Construction will take to restore the site to a safe and stable condition following mining operations.

  • We are taking comments on this plan until November 15th, 2025.

Arizona State Mine Inspector Process

  • ASMI will review the plan for technical accuracy and completenes.
  • Plan will be sent to qualified engineers who are experts in the field of mine reclamation and they will perform a technical review on the plan.
  • Once all comments are addressed as part of the technical review, a public meeting will be scheduled by ASMI, where technical comments will be taken from the public in consideration of the plan.
  • If all requirements are met, the plan will be approved and the reclamation plan will become a requirement for the mine once it is no longer feasible for mining.
  • The Arizona State Mine Inspector will provide public notice of the meeting in accordance with Arizona State Law.
